The Tab S8 pen has a programmable button and a full Bluetooth stack, so more of it can be configured wrongly than on the simpler tablet pens.

It is programmable, and out of the box it may not be pointed at anything you care about. Set it under the S Pen settings on the tablet rather than assuming the button has failed.
